As students, faculty and staff prepare to return to campus in the age of COVID-19, Mount Saint Mary’s University is committed to the health and safety of all members of our community. Our faculty and administrators have worked over the past months to develop a comprehensive repopulation plan that applies exhaustive safety and sanitation measures to every facet of living, working and learning on campus. All decisions are rooted in our commitment to access, social justice, and care for the dear neighbor and informed by local and state public health guidance.

Athenians Care
Athenians Care is our campus-wide public health education effort to reduce the spread of COVID-19. As Athenians, we belong to a community of care – we are all called to protect and serve one another. Collectively supporting the health and wellbeing of our friends, families, and the world can be as easy and effective as committing to a routine with the following proactive steps:
- Committing to following Mount Saint Mary's new health and safety guidelines, including wearing a face covering, practice proper hygiene, adhering to social distancing, self-monitor and staying home if feeling unwell.
- Committing to care for our MSMU community by participating in educational events and community wellness activities and respecting oneself and others during this time through self-care and/or community care activities.
During the COVID-19 pandemic, we are called to act and care in the gracious, compassionate, and giving spirit of our founding Sisters of St. Joseph of Carondelet. Place your name on the Athenians Care Social Commitment because you care as a "dear neighbor" inspired by our Sisters of St. Joseph and want to be a part of making MSMU a healthier campus.
MSMU Health Screen
To assist in limiting the spread of COVID-19 on campus, we have created the MSMU Health Screen. Every member of the MSMU community, contractors and visitors must complete the Health Screen every day, approximately one hour before arriving to campus or leaving a resident hall.
After completing the Health Screen, a campus access status will be provided on the completion screen and by email. Receipt of a "Certified" status will permit access to campus. Those coming onto campus should be prepared to show their Health Screen status to Campus Security, shuttle drivers and MSMU personnel.
Those who receive at "Not-Certified" status must remain home. A follow-up phone call will be conducted the same day to provide further instructions. For Health Screen assistance, contact safety@msmu.edu.

Mandatory Vaccination
Given that new cases are rising in our communities, particularly among those who are not yet vaccinated, all students, faculty, staff and contract workers will be required to be vaccinated against COVID-19 effective August 1, 2021. In addition to submitting proof of full vaccination, all faculty, staff and students must provide proof that they have received a COVID-19 vaccination booster by January 24, 2022 (or shortly after eligibility if not eligible by January 24th). The University will consider individual requests for exemption from its mandatory COVID-19 vaccination for (1) medical reasons and (2) based on sincerely held religious belief, practice, or observance. To request an exemption, students may contact studenthealthservices@msmu.edu and faculty and staff may contact HRCOVID@msmu.edu.
Our top priority is the health and wellness of our entire community. We believe that getting vaccinated is critical to the care of ourselves and each other, and we lift up the words of the United States Conference of Catholic Bishops who affirmed that "being vaccinated can be an act of charity that serves the common good." Vaccinations have proven to be one of the most effective ways to protect ourselves and the fuller community against COVID-19. COVID-19 Compliance Task Force
In compliance with the Los Angeles County Department of Public Health's protocols for Institutes of Higher Education, a COVID-19 Compliance Task Force (CCTF) has been established in the Fall of 2020. With representatives from departments throughout campus, the Task Force meets bi-weekly and is responsible for establishing and enforcing COVID-19 safety protocols and ensuring that students, faculty, and staff receive education about COVID-19.
Additionally, the CCTF is tasked with informing the Los Angeles County Department of Public Health of campus cases and exposures and notifying individuals within the MSMU community of exposure. Under California Assembly Bill 685 (AB685), MSMU must provide notice and report information related to COVID-19 exposures. This responsibility has also been delegated to the CCTF.

Face Masks
In alignment with updated guidance from the Los Angeles County Department of Public Health (LADPH) guidance for colleges and universities, MSMU will no longer require masks indoors, except in limited spaces starting March 21. Student Health Services, Counseling and Psychological Services and the Child Development Center will still require masks indoors. MSMU community members are welcome to continue wearing masks. We ask that everyone continue to exhibit kindness and respect for each other as we honor people's choices.
Hygiene
One of the most essential tools for protecting yourself against COVID-19 is to wash your hands frequently with soap and water for at least 20 seconds. It is critical that you wash your hands thoroughly after coughing or sneezing and when entering and exiting campus buildings.
Use hand sanitizer made with at least 60% alcohol if soap and water are not immediately available. Hand sanitizing stations are located in several areas around campus, including building entrances, stairways and breakrooms. Please refrain from touching your face to protect yourself from contracting COVID-19.
Safe Campus
MSMU Facilities Management has implemented the following measures to provide a safe campus for the MSMU community.
- Building Traffic Flow: Some entrances, exits, and stairs are labeled to guide "cross-traffic" where possible based on building features.
- Campus Entrances: Signage is present at campus entrances to inform everyone entering of the safety precautions and expectations during their time on campus.
- HVAC/Mechanical: The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) guidance was used to perform maintenance to air conditioning units throughout campus.
- Limited-touch Modifications: Modifications were made to building entrances and exits to reduce high-touch surfaces, including keeping doors unlocked or set to a "push/pull" operation where applicable.
- Physical Barriers: Physical barriers were installed in locations designed for transactions such as counters, registers, and others.
- Queueing and Crowd Control: Signage and other methods guide and support crowd control in queuing locations, such as dining facilities, bookstores, and other locations.
- Restrooms: Modifications were made to restrooms to remove or reduce high-touch surfaces.
- Sanitation Stations: Sanitizing disinfectant spray approved by the Environmental Protection Agency (EPA) and paper towels are available throughout campus for community use to wipe surfaces as needed.
- Signage: We have installed visual communication methods to drive behaviors that promote personal responsibility for hand hygiene, facial coverings, and other generally accepted precautionary measures.
Cleaning and Hygiene Program
As part of our Cleaning and Hygiene Program, MSMU commits to using appropriate equipment to perform effective cleaning and disinfecting, including the use of electrostatic sprayers and other specialized equipment as available, chemicals listed in the EPA's List N for the effective killing of Coronavirus, personal protective equipment (PPE) recommended by CDC.
Additionally, MSMU has implemented three cleaning response levels:
- Level One/Routine Cleaning: completed under normal operations at regular intervals using soap and water (cleaner/degreaser) to prevent the spread of disease and provide safe and healthy environments for our stakeholders.
- Level Two/Enhanced Cleaning: designed to disinfect commonly touched surfaces with a chemical on the EPA's List N to prevent the spread of disease, focusing on high-touch surfaces such as handles, doors, countertops, push bars, elevator buttons, handrails, etc.
- Level Three/Deep Cleaning: routine and enhanced cleaning actions PLUS thoroughly clean and disinfect ALL non-porous surfaces, especially the high-touch surfaces. This level is reserved as a response to a reported case of presumed or confirmed illness.
Exposure Management
To assist the Los Angeles County Department of Public Health in the response and containment of COVID-19 at the community level, the MSMU Exposure Management Plan has been created. The plan describes the University's response to one, two, and three or more campus cases. The plan complies with the Department of Public Health's Guidance for COVID-19 Exposure Management in Institutes of Higher Education and will be modified as the protocols are updated.
COVID-19 Prevention Program
As a California employer, MSMU is required to comply with Cal/OSHA's Emergency Temporary Standards (ETS) for COVID-19 Prevention (CCR Title 8 section 3205). The COVID-19 Prevention Program (CPP) was developed, established, and maintained as part of ETS compliance. The CPP includes the University's methods for identifying, evaluating, and correcting any COVID-19 hazards that may be present on campus, along with other procedures to protect employees. The MSMU community can access the program on MyMSMU.
As a component of our CPP, regular inspections of our campuses will be conducted to assess signage, hand sanitizing stations, cleaning stations and other health and safety measures. These inspections are scheduled to coordinate with the COVID-19 Compliance Task Force meetings to review the results and plan follow-up actions if necessary.
COVID-19 Training
All faculty and staff are required to complete the Staying Healthy in a Changing Environment training via Everfi on myMSMU. The training is available to all students as well through Everfi. Training content may be updated over time and as conditions evolve. Community members will be notified when they need to take additional training.

Meetings
Although virtual meetings are strongly encouraged and preferred, there are no COVID restrictions on in-person meetings. Food and beverages may be served. However, all food must be prepared by MSMU Food Services, a licensed caterer or restaurant and must be individually packed. Individually pre-packed food purchased at a store, like chips, popcorn, etc., may also be provided.
On-campus Gatherings & Events
All indoor and outdoor spaces have returned to full capacity. Planners are encouraged to consider outdoor venues that reduce crowding and improve airflow. Planners are also encouraged to configure indoor spaces to maximize circulation of people and airflow.
The following is a list of best practices for events that host under 5,000 attendees indoors or 10,000 outdoors. Any event that hosts more attendees will be considered a Mega Event and must comply with California Department of Public Health guidance.
Planning
- Outdoor events are preferred.
- Use advanced registration as much as possible for your event so you know how many people will attend.
- Establish procedures to prevent crowding among persons waiting to enter or exit an event.
- Place handwashing stations or hand sanitizer at entry and outside communal bathrooms with signage promoting use.
Screening
- Require the MSMU Health Screen for all guests, staff, performers, and crew before attending the event. Ask them not to attend if they have symptoms of COVID-19 or if they are under isolation or quarantine orders.
- Post signage to remind everyone who enters your establishment that they should NOT enter if they have symptoms of COVID-19 or if they are under isolation or quarantine orders.
Event Staff, Speakers and Performers
- Masks are not required, however, strongly encouraged when indoors in groups.
- Consider recommending staff working the event and are in frequent close contact with other people who may not be fully vaccinated should be provided a higher level of protection, such as wearing two masks (“double-masking”), a respirator (e.g., KN95 or N95) or eye protection in addition to a respirator.
- If possible, have all food and drink served and consumed outdoors.
- Avoid offering any self-serve food or drink options, such as buffets, salad bars and drink stations unless provided by MSMU Food Services or other approved catering service. Instead, have pre-packaged or pre-plated meals.
Food/Drink
- If possible, have all food and drink served and consumed outdoors.
- Indoors, limit your occupancy by arranging tables to maintain a 6-foot physical distance between tables.
- Avoid offering any self-serve food or drink options, such as buffets, salad bars and drink stations unless provided by MSMU Food Services or other approved catering service. Instead, have pre-packaged or pre-plated meals.
Food Services & Eating on Campus
The Cafés and Coffee Bars on both campuses are open for dine-in and will have protective barriers in designated areas, wayfinding signage, and no-touch sanitation dispensers at the entrance. Food options include pre-made and to-go options, including a variety of healthy items. All soups and oatmeal will be available behind the main plate, and the grill station will have a limited pre-made menu to avoid crowds. Food deliveries by delivery services and restaurants are permitted. Drivers must check-in at the entrance gate.

Campus Entry Points
During COVID-19, we are limiting campus entry points at Doheny to ensure we are checking the MSMU Health Screen results for everyone who enters campus. The pedestrian entrances at 23rd Street, Adams Blvd., and Figueroa Lot gate will remain closed. Additionally, the building entrances on Adams Blvd for Buildings 745 and 649 (Amat House) will be closed. Building 745 is not accessible on the west side of the building, and Building 649 north end entrances remain accessible. There are no entry point changes at Chalon. See the Campus Entry Points Maps.
Shuttle Service & Parking
The semester shuttle schedules are now posted on the myMSMU page, under Shuttle Schedules. Enhanced Cleaning and Safety Practices are in place. High-touch surfaces are disinfected after each trip, and each shuttle is treated with an electrostatic sprayer each night. Impermeable barriers are installed between rows. Drivers will request a "Certified" Health Screen result from every passenger before boarding. Face coverings (masks) are required while riding shuttles.
The new Shuttle Seat Reservation App is now live! Search for "MSMU Transit" in the Apple App Store or Google Play Store to begin reserving your seats. Show your reservation screen in the app to the driver to board. Overflow shuttles will be available during peak morning times in case reservations fill up. Please remember to cancel your reservation if your plans change and you no longer need a seat.
Parking Permits sales are now open. You may find instructions by visiting Transportation & Parking on myMSMU. In addition to the annual permits, new 20-day and 40-day parking pass books are available for purchase to provide flexibility for those who may only need to park on campus 1 or 2 days per week. All sales are performed online and will be mailed via USPS. In-person sales and fulfillment are not available. If you need assistance with a permit, schedule an appointment in advance by emailing permitparking@msmu.edu.
MSMU Health Screen
All students, faculty, and staff are required to complete the MSMU Health Screen daily before arriving at any MSMU campus or clinical site, entering an MSMU shuttle or leaving their on-campus residence. The MSMU Health Screen can be accessed in English and Spanish online, via msmu.edu/healthscreen, myMSMU, or QR code at the entrance gates.
Designated vendors and service providers performing essential campus functions must follow their organization's daily COVID-19 screening policy before arriving at any MSMU campus. For questions or more information on the MSMU Health Screen, email safety@msmu.edu.
Visitors
Visitors are permitted to come to campus. All visitors must adhere to MSMU health and safety protocols, including completing the MSMU Health Screen and masking in certain areas on campus. Student Health Services, Counseling and Psychological Services, and the Child Development Center will still require masks indoors, in alignment with the Los Angeles County Department of Public Health (LADPH) guidance for colleges and universities.

The COVID-19 Case Manager will conduct a follow-up phone call to gather more information and provide instructions on the next steps.

Vaccination/boosters will be required. We require students provide proof that they have received full COVID-19 vaccination. In addition to submitting proof of vaccination, booster information is required. We will require that students provide proof that they have received a COVID-19 booster by January 24 (or within one month of eligibility if not eligible by January 24), unless you have a medical or religious exemption. Testing
Testing is available to all students at Student Health Services at either the Chalon campus or Doheny campus. Residents are required to participate in routine serial testing.

We will continue to offer a breadth of opportunities beyond the classroom. Our existing programs required modifications, and departments are planning for adapting those programs and creating new opportunities for personal and spiritual development, experiential learning and health and wellness.

Student Services
The Division of Student Affairs will offer programs predominantly in-person as well as remotely in accordance with applicable health orders and guidelines. All student life programs will be designed to provide opportunities for students to connect and build community.
The Women's Leadership and Student Engagement team will offer co-curricular programs as well as opportunities for civic and community engagement. The Mount Student Government Association and Student Activities Council, along with other student clubs/organizations, will provide activities to build meaningful relationships and experiences. Career and Professional Development (CPD) is ready to assist our students in preparing for a successful future through access to career resources, services and events. Amazing opportunities for internships and employment are currently available. We also hope you take advantage of the array of programs and activities offered by our Center for the Advancement of Women, Center for Diversity, Equity and Inclusion, and the CSJ Institute.

Sports, Recreation and Fitness will be offered through both in-person and remote experiences.
Student Health Services will be provided predominantly via telehealth and by appointment to undergraduate, Nursing and Physical Therapy students.
Student Counseling Services will be provided via telehealth and by appointment.
The Dean of Students Care Program will offer general support services in-person, remotely, and by appointment.
Campus Ministry will offer support services, community programs as well as opportunities for spiritual growth through prayer, music, reflection and retreat experiences. Residence halls are open with students in single and double occupancy rooms and are subject to all state and county public health restrictions and guidelines. There are isolation and quarantine spaces for students. Move-in will take place one or two weeks before classes start.
All Residence Life and Housing Services programs are designed to provide opportunities for students to connect and build community. A variety of programs are offered predominantly in-person and remotely, following applicable health orders and guidelines.
Athenians Care PLUS
Resident students follow the Athenians Care PLUS Social Contract, which is an extension of the MSMU Athenians Care Social Commitment for students living on-campus. The Athenians Care PLUS Social Contract is built on the Athenian spirit of wisdom and judgment to trust members of our community to make health and safety a top priority while at the Mount. These community expectations are for the safety and wellbeing of our fellow students, staff, and the Sisters of St. Joseph of Carondelet, who make up our residential community.
The Athenians Care PLUS Social Contract is informed and guided by local and federal public health orders. More information about the Athenians Care PLUS Social Contract will be provided to students once their housing assignment is confirmed.

The Mount has three academic learning centers to support students.
The Chalon Academic Support Center (ASC), located on the Chalon campus (Humanities Building, second floor), is committed to the success of all students by providing effective strategies and services to enhance the student experience, leadership, and community with an emphasis on the realization of educational goals. The ASC advocates for student success in a welcoming, respectful, and professional environment through personalized attention. The Student Resource Center (SRC), located on the Doheny campus (Building 3), is dedicated to fostering academic excellence and student success. The SRC is driven by the philosophy that our staff working with students promotes academic and personal success. Staff are available to promote student success through tutoring, workshops, test preparation, study skills, discussion groups, and peer and success counseling while also helping guide students in exploring and accessing campus resources. The Professional Academic Resource Center (PARC) is a centralized physical space for all students of the Graduate Division, Weekend/Evening & Online College and Accelerated Bachelor of Science in Nursing to gather, study, and engage in group work. The staff are available to support your academic and professional growth by assisting with:
- Writing: Brainstorming, grammar, punctuation, citation, coherent argument, revision
- Research Methods: Developing research questions and designing surveys
- Math: Arithmetic, Basic Math (basic algebra, geometry), graphs, dosage calculations, as well as CBEST, CSET, and ASVAP test prep
- Career Advising: Resume development, mock interviews, assessment, job search strategies

Study Abroad & Student Travel
All student-related international travel is suspended through December 2021. This includes study abroad, programs with international components, conferences, volunteer or service-learning programs, etc.

Instructors are encouraged to submit a Student Success Alert for their students who may need academic or other support. The Student Success Alert system can be accessed through the home page of myMSMU.
All the learning centers (Academic Support Center at Chalon, Student Resource Center at Doheny, and the Professional Academic Resource Center for WEOC and Graduate students) are open and available to students. MSMU continues to implement measures to mitigate and prevent the spread of COVID-19 for those employees who report to work in person, including vulnerable populations on campus. To be successful, we must work together and as part of our Athenians Care Promise. As we have an obligation to ourselves and to each other to follow the recommended guidelines, Human Resources has compiled a Manager COVID-19 Resources toolkit. This toolkit identifies practices and protocols of which we ask all employees to follow. The COVID-19 status is fluid, and guidance will very likely change over time. We will update this resource as circumstances change, with or without notice.

Faculty and staff may resume university business travel to domestic destinations. Faculty and staff international travel will be reviewed and approved on a case-by-case basis by the division vice president.
Non-vaccinated faculty and staff must be cleared to return to campus after travel. They must receive a viral COVID-19 test 3-5 days after travel AND stay home and self-quarantine for a full seven days after travel. If no test is taken, stay home and self-quarantine for ten days after travel.
At this time, all University-sponsored study abroad and student-related international travel is suspended. This suspension includes study abroad, programs with international components, conferences, volunteer or service-learning programs, etc. Students who wish to participate in study abroad programs through other schools may contact the Provost’s office for approval.
